Stuck in the slow lane to stress

Spare a thought for the men and women who guide Bangkok's buses and three million passengers through gridlocked traffic every day
Stuck in the middle of Bangkok's horrible traffic, bus driver Krittidetch*, 35, sits quietly at the wheel. He doesn't complain about his environment or show signs of being in a bad mood.

"Everything around me is stress. I'm trying to calm down, not to put more stress on myself," he says, staring at the sea of cars.

For 12 hours a day, he drives a bus without air conditioning for the Bangkok Mass Transit Authority. He wakes up at 9am, commutes to the bus garage, then drives from 1pm to 1am.
Eine rührselige Geschichte über arme ausgebeutete Thai! Esfehlt eigentlich nur noch die Aussage dass die bösen
Ausländer an deren Schicksal Schuld sind!

Nein , Busfahrer und Schaffnerinnen haben in BKK insbesondere in den meist überfüllten Open Air Bussen wirklich
einen Scheissjob!
Dabei stehen die BMTA Fahrer noch besser da als ihre Kollegen von den Privatfirmen!
Trotz mieserer Bezahlung sind die meist freundlicher als die BMTA Angestellten!

Wohlgemerkt, ich kann die Verbitterung der Fahrer und Schaffnerinnen der BMTA durchaus verstehen.
Aber die Fehler liegen im System der BMTA.
Es ist in Thailand leider so üblich dass auf einen halbwegs produktiven Thai mindestens 3 nutzlos
herumlungernde Mitkassierer kommen.Und damit meine ich nicht die Familie.

Bei der BMTA ist es besonders krass! Neben den wirklich aktiven Fahrern , Schaffnern und Reparateuren
gibt es eine Unmenge von "Inspektoren und Kontrolleuren" die meist absolut tatenlos in den Depots
herumlungern und die man nie im aktiven Dienst antreffen kann.
Aber noch schlimmer ist das "Management" welches nie in der Nähe ihres Arbeitsplatzes auftaucht.
Und hierfür absurde Gehälter kassiert!

Die BMTA hat heute garkeine Daseinsberechtigung mehr.
Sie wird aber nicht abgeschafft weil sie die Bastion Thaksins
in BKK ist.
Alle stadtbekannten "Roten Aktivisten" sind bei der BMTA angestellt.
Insbesondere das Depot in Paknam ist ein Hort der Brutalos aus Samut Prakan.

Aber keine Regierung , noch nicht mal diese Militärdiktatur wagt sich den Laden
endlich zu schliessen!

Man könnte die verbliebenen Busrouten problemlos an die privaten Betreiber
verteilen und den ganzen Busbetrieb in BKK mit max 100 aktiven Kontrolleuren
der Stadtverwaltung kontrollieren.
Aber hier ist nun mal Thailand, da wird das Mismanagement bis zum
Staatsbankrott gepflegt!

Als ich die Überschrift in der BP las jubilierte ich, aber dann las ich den Artikel:
Ex-BMTA director gets three years for neglect of duty
A former director of the Bangkok Mass Transit Authority has been sentenced to three years in prison for abuse of power to benefit a private company.

The section deals with abuse of power and dereliction of duty by those working in government agencies, which carries a penalty of 1-10 years. The case was brought by BMTA, the state-owned bus operator.

According to the ruling, the BMTA under Peerapong’s leadership signed a contract to rent a bus depot and parking space on 17 rai of land from Narin Land and House Co in tambon Praeksa of Muang district, Samut Prakan for five years in 1996.

The loss-ridden state enterprise was charged 1.02 million baht a month in the first three years and 1.12 million in the last two years.

The contract also required that the BMTA notify Narin Land and House of its decision whether to renew the contract within three months before the agreement expired. If it failed to do so, the contract would be renewed automatically for a year at a monthly rent of 700,000 baht, totalling 8.4 million.

A BMTA committee decided at a meeting that the agency would negotiate with the company for cheaper rent rates or terminate the contract if the request was rejected.

However, Peerapong, who was present at the meeting, failed to act accordingly. As a result, the contract was renewed automatically, resulting in the BMTA being charged by the company for an extra year.

The court found Peerapong did not take any action even after the contract had expired for 10 days and the company had agreed to lease smaller space based on the BMTA’s actual need for another three years, an option much cheaper than the one-year automatic contract renewal.

Three months before the five-year deal expired, Peerapong also received several internal letters urging him to decide on the issue urgently from his deputy, legal department and a committee vetting the bus depot rent.

The court ruled Peerapong’s inaction was intended to benefit the privately owned company and handed him a three-year sentence without suspension.

Siri Suwattananon, Peerapong’s lawyer, has placed 300,000 baht as bail surety for his client and planned to appeal against the Criminal Court’s decision.

Ein uralter Fall der von den zwischenzeitlichen Geschehnissen schon lange überholt wurde!
Ich möchte diesen Dorftrottel und Gutschläfer garnicht in Schutz nehmen.
Aber er hat genauso gehandelt wie 90% der "Direktoren" von Thai Staats Unternehmen
es heute noch tun.
Unter der Devise "Wer nichts tut macht auch keine Fehler"!

Eigentlich müsste nicht nur er sondern auch seine Vorstandskollegen und der gesamte
Aufsichtsrat dieser Zeit angeklagt werden.

Aber ehrlich gesagt dieser Fall ist Peanuts verglichen mit dem was seitdem in der BMTA
passiert ist.

Er wird offensichtlich nur als Bauernopfer der jetzigen "Unternehmensleitung" benutzt
um von den Vorgängen der letzten 10 Jahre abzulenken.

The Cabinet Tuesday gave the Department of Land Transport the job of regulating the operation of public buses in Bangkok and its outskirts instead of the Bangkok Mass Transit Authority (BMTA).
This means that the BMTA will only be the operator, not regulator, of public buses. This new set up will not just make the bus operation process more efficient but will also ensure road safety, Kobsak Pootrakool, vice minister at the Office of Prime Minister, said.

He pointed out that the BMTA had so far not covered all routes, but had given the operation job in some routes to private bus firms, depending on requirements.
Es ist schon mal erfreulich dass man die Kontrolle der Busrouten der BMTA weggenommen hat.
Aber effizienter wird es dadurch sicherlich nicht!
Wer hat in Thailand schon mal ein effizientes Ministerium erlebt?
Auch unter Prayuth nicht!
Und der Betrug der BMTA geht lustig weiter!
Denn auch als nur Busbetreiber hat sie viele Möglichkeiten!
Und am Ende zahlt der Steuerzahler sowieso.
